Department of Health in Jharkhand

The government of Jharkhand has stood up to its promise of providing better health services throughout the state. For this purpose, more medical officers and paramedical staff have been recruited on contractual basis, Village Health Committees (VHCs) have been set up in all the villages and the Health Budget has been doubled. State Fund for Medical Assistance has been set up which provides medical assistance to people below poverty line (BPL).The management of public health facilities is being done according to Public Private Partnership (PPP) model. The 'catch up round' was started to reach the drop outs in routine immunisation programmes. Jharkhand Rural Health Mission Society is another initiative by Health department that aims at providing quality healthcare services to person. Healthcare Infrastructure of Jharkhand

Infrastructure development has been given prime importance and human resource gaps( both skilled and unskilled) have been filled to some extent. New Super Speciality hospitals, Paramedical Institutes, Nursing Colleges, Allopathic Medical Colleges have been proposed for providing better health care services to people. They will generate employment opportunities for local youths and also attract revenue from other states.

Annual Health Survey(AHS) of all districts is carried out to monitor results of various health schemes and this is now an essential part of National Rural Health Mission(NRHM), Ministry of Health and Family Welfare. Instituted in 2005, NRHM addresses issues of nutrition and sanitation among rural masses and has around 40964 female health activists known as ''sahiyyas'' in every village. There has been decrease in mortality rate of women and new born babies. Lately, health information helpline, telemedicine centres, medical insurance coverage for poor families has been finalised.

Blood Banks have been established in district hospitals of Jharkhand. Today, the sex ratio has improved from 941 in 2001 to 947 in 2012.Annual Plan 2012-13 includes a number of new initiatives by the government for betterment of health services. Sadar(district) hospitals have been sanctioned in all 24 districts. In Ranchi, 500 bedded hospital is under construction. In these district hospitals, there has been a gradual increase in the number of beds from 100 to 300.

Janani Suraksha Yojana

The main objective of Janani Suraksha Yojana (JSY) is to reduce the maternal and neonatal mortality, by promoting institutional delivery. Women in urban areas are given Rs. 1000, while those in rural areas are given Rs. 1400. This scheme is said to have benefitted many women.

Jannani Shishu Suraksha Karyakram

''Jannani shishu suraksha karyakram'' (JSSK) provides medical checkups, diet care, treatment, travelling facilities from home to hospital and back and also delivery free of cost.

Mukhya Mantri Jannani Swasth Suraksha

''Mukhya Mantri Jannani Swasth Suraksha'' scheme has helped to improve Infant Mortality Rate(IMR) and Maternal Mortality Rate(MMR) by promoting institutional delivery. This scheme is targeted to provide economic assistance to expectant mothers at the time of their giving birth. This programme is launched by the district administration in collaboration with several private hospitals, clinics and nursing homes in the state. This scheme has helped improve significantly the Infant Mortality Rate (IMR) and Maternal Mortality Rate (MMR) in Jharkhand, especially in rural areas of Jharkhand. The target is to achieve 75% institutional deliveries by 2017.

National Leprosy Eradication Programme

The National Leprosy Eradication Programme (NLEP) is a central government funded programme that aims to achieve the status of leprosy free India. Under this scheme, decentralised services are offered to the leprosy afflicted patients through General Health Care system, detecting leprosy affected patients by carrying out house to house survey, providing proper medical treatment, monitoring their progress with the help of social activists, and many other activities are carried out for the eradication of this disease. This programme is also supported by World Health Organization, The International Federation of Anti-leprosy Associations (ILEP), NGOs and other organisations.

Mamta Vahan Scheme

''Mamta Vahan'' scheme was launched to decrease mortality rate of women and new born babies. Arrangements are made to refer them and bring them to health centres free of cost. This scheme is run under PPP (Public Private Partnership) mode. Around 90423 women have been benefitted by this scheme.

National Programme for Control of Blindness (NPCB)

This programme aims at providing quality eye care services to the people in Jharkhand. This programme was launched in the year 1976 and since then, has been striving relentlessly for prevention of visual impairment in Jharkhand. Voluntary organisations along with the help of private eye specialists organise regular eye check-ups, conduct surgeries, provide spectacles, create awareness regarding eye health, provide nutritional supplements, free of cost.

National Aids Control Organisation (NACO)

This organisation ensures that the people infected with HIV/AIDS are treated with dignity and there is no discrimination against them, when it comes to healthcare services. Various initiatives like self help groups, awareness campaigns, people’s networks, are undertaken with the help of various NGOs. Jharkhand State AIDS Control Society (JSACS) has been set up in Jharkhand to provide basic healthcare amenities for the patients afflicted with AIDS here as well as to undertake various steps to prevent this disease, by bringing about public awareness.

Apart from these, a number of other schemes like Kala Azar eradication programme for good hospital care and much required support to Kala Azar patients are under way. Postmen distributed Chloroquin Phosphate tablets to patients having fever. Thus, these postmen worked as DDC (Drug Distribution Centres) which is a good instance of PPP (Public Private Partnership). A number of proposals have been given to the Centre and a positive nod is awaited: These include establishment of Regional Cancer Institute at Dhanbad, Regional Cancer Centre at RIMS( Rajendra Institute of Medical College), development of oncology wing at the medical college with Cobalt therapy unit and Mammography. There is also proposal given for development of state drug research and drug trial centre and a burn unit at RIMS. There is proposal for establishing trauma centres, drug de-addiction unit and psychiatry department. The seats in RIMS have been increased from 90 to 150.

The Jharkhand government is striving hard to achieve good health care for everyone. Many more schemes will benefit rural and urban population in future. The government is being assisted by National and International agencies for establishment of sustainable health care system in Jharkhand.
